I can't locate the person with the key in the harbor. All I can hear are "footsteps nearby".

I can't locate the person with the key in the harbor. All I can hear are "footsteps nearby".

You need to talk to Taras in Seversk Harbor. You can only find him there in the nighttime. Walk around the west side of the harbor at night. He'll give you a key if you have the quest Investigate a death--For Borko in Seversk Harbor, investigate the death of his friend and prove yourself in Trials-not-Torture.
