And is that how I contact the thrives guild? At what level is it safe to do this?

The Theives Guild is part of the main questline of The Quest: Original. Phryn is to the east of Vastares, past The Wall. I recommend being around level 10 to venture to Phryn, as that is around the time I do (you may go earlier or later, depending on your character)
