Recall spell and alchemy

Is there any place in the game where I can find the recall spell? This is my 5th time playing through vanilla, but I can't seem to get the stores to sell this spell (I've spent about 15 days refreshing the stores). Also, regarding alchemy, what level is required to reliably create potions of permanent str, dex, etc? Thanks for the help!

Search the crypt in the cemetery of Vasteres for a Recall spellbook. It's there for everyone to take all the time, on a stand.
Not sure about alchemy. It has to be quite high, but not as high as 80. Try enchanting a robe or something.
