Equipping dual weapons

My fighter is unable to equip 2 twisted rapiers (both light), but can equip a rapier and shortsword.

I can also equip a heavy cudgel and shortsword.

Is there someplace I can read about valid combinations?

Also, how do I specify which slot ( left or right) in which to equip a weapon?

You can read about it in the manual.

The relevant section here is: "Dual Wield - ... you can have any weapon in your right hand, but only short swords can be used in your left hand." The Twisted Rapier is a long sword, that's why you can't equip two of them.

The Light/Heavy weapon distinction matters in whether your Light or Heavy Weapon skill is used for fighting calculations

You don't need to specify which slot to use, the game will select the appropriate one. When both can be used, it asks you but that is rare. For example if you have a short sword equipped in both your hands and try to equip another short sword, the game will ask in which hand you'd want to do that.
