How do I use the holy pardons to lower my crime level? I have for and can't figure it out. Also is there a map for this game that labels everything or at least a place that tells you what symbols mean?

I think you can't do any really important thing with the holy pardon, it's just for fun for a few coins from Sister Irenne. (Probably you can sell it in some of the later expansions.) If you really want to clear your crime, you have to pay much more - go to the northern-western section of the map "Vastares City Center" and talk with Bertard who stands there.

As for the map, there is no "map guide", but it's easy - just go to a shop and check your map to see which red symbol you can see where you are standing. (Only the red symbols are the important ones.) Usually it's very logical - for example, an armor symbol means a shop where you can get armors, an axe symbol means a shop where you can get weapons, etc. There are not that much symbols in the game so after a little time you'll be able to keep them in mind.
