Si what exactly is the effect? What's the difference between say +30% fortify magic and +10 environment magic?

Fortify Magic increases (albeit temporarily) ALL your spell effects. Personally, I use the Fortify Magic potion for when I am using a Mage character and am on a hard quest with monsters that require more damage from my spells.

The Environment Skill is used for Environment skills such as Enchant, Mark, Disarm, etc. If you increase it, your Env. Spells will improve (i.e., more Mark spaces, ability to enchant more, unlock more doors, disarm more traps, etc.). Increasing skills is permamnent.

I use fortify magic extensively as permanent enchantment on rings and amulets when my resists are sufficient to allow it. I keep a few rings with magic schools and skills for specific things (environment for enchanting, mercantile for buying&selling). Fortify boosts all your magic from healing to attack, by far more versatile.
