Is there a big difference between heavy and light armor in terms of enchantment values? Like does light armor generally have better enchanting values? Trying to find the best armor for my mage character.

Yes, in the base game and in the official expansion pack light armor has better enchantment storage, exactly for this reason: it's the best choice for mages.
