Posted: Sat Aug 10, 2013 6:47 amNo, there are no special conditions for getting this quest. When you talk with the librarian in Vastares, you get a dialogue like "Can I help you?" - select it and you'll get the quest. Or you can't see any dialogues when you talk with her?

It was added specifically for iOS. There is a way to play it on PC, but it is very buggy from my understanding.
