Does light armor give any benifits that heavy armor dosent, because as much as I can tell, Heavy armor is superior with the higher armor rating.

Yes, contrary to popular belief. At least as far as the base game and maybe first expansion or two, light armor (generally) has more enchant storage. Not a tremendous amount, but definitely some.

Oh, one more thing, does the same go for light weapons and heavy weapons?

I do not believe so. I think they are about equal except for the fact that heavy weapon uses strength, light uses dexterity.

Heavy weapons do more damage, but cannot be dual wielded. They also use strength, while light uses dexterity.

Well heavy can be dual wielded, but only one.
