Best NPC enchanter?

Hi, just wanted to know where I can find an npc who can enchant at least to 700? I've read about an npc who can enchant to like 9000 in one of the expansions, but who can enchant the most in the base game? Thanks for anyone's help =)

Not exactly sure, but I'm thinking it's probably the Mithria Spells seller/Magicka merchant you're looking for.

In the base game the max you can get is 600 - you can meet this "person" down in the Undead City...
In the official expansion I think the max is 750 - the magician who can do this for you lives in the Abbey of Thule.
