I did it once by accident and I am not sure how I did it. Can someone help me?

You have to attack an open window at night when there's no lights on.

In the base game you attack a door usually and you have to have a skeleton key which can be bought from locksmith shops. But at night for sure a lot of the doors in vastares can be broken into.

Can you break into windows in the base game?

Maybe a coupel but not all of them.

Yes, but they have to be open, no lights on and at night. Windows with wood covering them won't work.
