Fashion, like Prickett said, has little effect. Maybe making it have the ability to change certain quest dialogue would be good.

Example (Mayana in Matras)
With poor outfit- "Wow, you really look the type to be doing this sort of work. You probably know all about this sort of stuff.
With rich outfit- "You really don't look like you belong with people like me. Go hang out with your rich friends."

Shitty examples but you get the idea.

It has some effect on the quests too, as far as I remember... For example, in the "Nobleman's Inheritance" quest in Vastares some important lady will talk to you about the quest only if your outfit is bigger than an exact value. (Otherwise she will call the guards.) And probably there are more stuff of this kind in the game, just I can't remember now those...
And yes, in TQ2 fashion will have a bigger role. : )

It has an effect in our Zarista expansions too, for example, in HORDEII, in the Circus, to walk the tightrope, your outfit has to be very low and it gets checked before you can walk the tightrope. : ) You have to be almost sans shift. : ) You have to dump all your equipment in a safe place.

And I think we used it in other scenarios as well.

I thought you had to have under 50 lbs of gear. Haven't played Horde II in a while. Will have to hit it on the blog.
