I believe I have completed this quest but the mysterious man will not allow me to move forward.
What has Happened????

Here is what I have done:
Found that woman's twin in the undead city
Sold rotten food to the inn keeper
Spoken with the undead mayor about the returning

Please help!

You should be able to turn in the quest. I will think about it, but you may have a rare bug.

Make sure you choose all the speech options with the mayor.

Yes I've spoke all options with the mayor and also the guard just above the entrance

Hm, and you've claimed all the rewards for all the other quests down there?

I couldn't open the box because my lock picking was too low but other than that I believe so

I have now, after spending 7000 coins, opened the locked box. Still the mysterious man says "does this look like an undead city to you"

This very bazaar. Probably just a bug.

Is there any way to fix it?

If not will I have to create a new game?

Well, unlocking the chest is not necessary to complete the quest. Out of curiosity, do you still have the Dark Maul? If not, maybe try holding it when you turn in the quest.

Well, I just checked it within the editor. So: you have to have at least 5 pieces or each rotten food/water to complete the innkeeper's quest. You really have to give all of them to the innkeeper, seeing the message "you have lost x items of rotten xy, etc" and seeing the "thank you" dialogue from the guy.
Then you have to talk with the major about the topic "About the Governor". (If you are undead it's an easy job, you don't even have to give those rotten food pieces to the innkeeper.)
That's all. This should activate the next dialogue box at the Mysterious Man. If you really are sure you done the things above correctly and they still have no effect, then you have a bug and you should send your saved game to us (redshift at redshift dot hu).

I believe I have already talked to the innkeeper and had the thank you dialogue I cannot talk to him anymore. How can I copy the game file?

You have talked to the mayor again, obviously. I'm beat.
