Noblemans inheritance problem

So I'm doing this quest (refer to title) but I can not make the jeweler talk. I have over 35 persuasion and I keep trying but she isn't talking. Am I missing something or is the game bugged?

Have you been to the nogur in the port yet? You have to see him first.

I visited the stone mason but the jeweler girl still won't say anything new.

You need your Persuade to be at least level 26.
