How to understand skills and attributes numbers

What is the difference between the blue and the yellow numbers on the skills and attributes pages? And what are the attribute numbers in parentheses for? I don't understand how to read all of that..

Blue means it has been changed by an effect. Usually positive, but can be a penalty. See the active effects screen for details. The number between parentheses are the base values, without the effects.
