How to Dual Wield?

I have two light weapons and dual wield skill but can't use two weapons at once. The off-hand is a shield and I can't 'drag' the 2nd weapon in that slot. Do you need to be a certain class or have to have to DW skill at a certain level?

For dual wield, you can have any weapon in your right hand, but can only use short swords in your left hand. (It' in the manual. )

It must be short sword? it can't be a dagger?
