Spells, along with armor weapons wands scrolls potions and herbs, refresh in the store's inventories every 24 hours. You can buy books for spells at any magician shop, marked with a red book on your map. Also, you can find them lying around in dungeons or as drops from monsters. Or you can boost your unlock skill and use picks. Whatever floats your boat.

Well you are likely to find it at a spell book shop but anywhere else you find it it is more random

Mysterious mans "the thrives guild" quest gives strong unlock and disarm...

Yeah, but those are just scrolls. You want a book.

Scrolls...books... As long as the job is done I'm happy... I'll never understand the fuss about books
