Apparently I finished the game without completing this quest and it bugs me just being there is this a bug or can I not just turn it in I already killed the mysterious man btw

You cannot turn that quest in after you've finished the main quest.

The game is not designed in a way that all quests either become solved or failed neatly. You must work on each quest to make sure you achieve that. Now, some people find this bothersome, but it's not a bug. (Although I think in The Quest 2 this will be a bug. )
