I think he should be givin me a quest but he doesn't. There are two and neither let me say anything to them.

Neither of them will give you a quest. However, they ARE important/useful. Both will eventually have a conversation option about the governor or king, but one will ALSO be able to take away your crimes (for a price, naturally). The one who JUST talks about the gov. is the one you want for the quest. He can get you into the big huge castle in Mithria.

Thanks. My problem was I wasn't talking to the mystery man first that's why the suspicious men wouldn't give me any other dialog options. All fixed now and I'm in the castle now.
