Im looking for someone who can enchant items at 1500 or above that in the first two HoL games. I cant find anyone above 750 and cant figure out how to make myself much better than that with the enchant spell

Enchant your own gear with env. Magic, then you’ll be able to enchant basically as high as you want. I could be mistaken, but I think the max enchant you can do is 3x your environment magic level. Keep a separate “enchant suit” in your house.
