Need more water arrows

I ran out of water arrows, as I was using them as a weapon without knowing I needed them for a quest. How can I get more to put out the torches in the witch's house?

Stay outside the Iron Witch's Tower for 7 in-game days and then pick them up again.

Ok, I just found a quiver of them in the Anonymous Wizard's home, hopefully that helps anyone else who uses up all those arrows before realizing what they're used for. (Thanks for the tip about just waiting for them to respawn though.)
