Two Quests

I’m stuck on these two quests... Kill the Formorian Pirates and Exchange Catnip for Boots. The questgiver says that there are three pirates to kill, but I could only find one at the arches. For the boots, I got catnip but I can’t find Cat anywhere in the guild.
