Where can I find this weapon?

I received it from completing a quest for the innkeeper in Eldfell. I think you click on the "about the sickness" prompt.

Correct. You will receive this Dagger by finishing the Innkeeper's Brother Quest... although you will loose the valuable Innkeeper's Ring (Armor +10)...
