Governor’s Pass

Hello! My character Lord Sinace is locked out of the gov’s castle in Eldfell, and i do not have a pass in. how can i get a new one?
If I recall correctly, you have to do a quest for the innkeeper of Eldfell to get the pass.
If you were once able to get in, but can no longer, check your house in Mithria, you may have put it on a shelf there.
