Ran across some spritesbreath flowers that can't be picked 2 steps east and thirteen steps south of Soot the Serf's door. Glitch?

Those pretty pink flowers are just pretty, decorative flowers that are under the control of the fairies. You can't pick them and can't get anything from them. They are just there to be admired when all the other flowers in the world have been picked.

Not the rose bushes scattered about. These flowers appear to be pickable but aren't.

I know which flowers you mean but they are just not pickable. They're decorative to remind you of the beauty of flowers after you've picked all the pickable flowers in the world. It's not a glitch. They're little not-pickable pinkish/reddish flowers.
