In the Waste Lands, there is a streetwalker named Street Hips who asks for my help. I want to help her, but I always respond with, "I'm sorry I wish I could help".
Is there a way I can help her, or is it just random dialogue?

Try raising your persuade skill and your may or may not get a different answer.

Unfortunately, it has been a couple years since I played HOL3. I just gave you some common tips for quests. I'm sure Cat can help

Not sure if this is still relevant, but you have to give her scroll of town portal and some money (i think 900gold... or was it 9000?)
