Drain HP/MP

I have several weapons that are tagged as Drain HP and/or Drain MP. How come they only drain sometimes and not on all hits? What is the chance that they will drain?

Does that mean drain weapon will be basically useless in expansions where mobs are much higher leveled and undoubtedly will have higher resistances? In that case, is there a way to overcome that?

You don't have to fear that in Islands of Ice and Fire. Also I think Catacomber toned down the magic resistance of the monsters in their expansions. (Unless you play Classic.)

So it'll remain useful, but hopefully not overpowered.
