Hello,
Can I play the classic card game if I buy only one of the classic expansions?

Card games can optionally be enabled at any NPC you can talk to. Usually they are at all Inns. I won't check all expansions but I think there are very few exceptions (if any).

So yes, you can play the card game in the expansions. I recommend Islands of Ice and Fire, there is an Inn not far from the starting location.
