Stuck on Tower Level 2

I'm really, really frustrated at this point. I fully explored Tower Level 1 and all of the town. After passing the hole maze that's on Tower Level 2, I come to a door I can't open. I turned in a war hammer and was given a Tower Key. It did not help me whatsoever. I'm about to give up on the game.

The key to that door is on a shelf in the far mid north of that level. You should be able to get there via crackable walls.
