Wizards' lair and Regina

I can't figure out where to get the key to the lair? What am I missing?

And Regina isn't in the room with the broken fountain. I can't remember where to get the quest. I thought she was the one who gave it.

I actually had to slap myself in the face (I'm assuming we have the same place in mind) just walk around a bit. There is a hallway and at the end you find "Phred's Key" behind the door is quite the surprise
