What, if there is one, is the level cap?
Also what is the cap for attributes(strength, intelligence, etc.)

No, there is no level (or attribute) cap in the game. At least I don't know any. : )

question about attributes if you keep raising them will skills go past 100

No they won't. However, if you save your skill books until your skill reaches 100, then you can raise it past 100, assimably infinity, as long as you keep using expansions, which I believe add skill books.
