Every time I talk to Senera I can never get the quest for Rituals of Ancients.
Am I missing something, or some requirement?

No, there are no special conditions for getting this quest. When you talk with the librarian in Vastares, you get a dialogue like "Can I help you?" - select it and you'll get the quest. Or you can't see any dialogues when you talk with her?

The only dialogue that I see is: "About the library".

On the PC? If so, you cannot do this quest unfortunately. 
It was added specifically for iOS. There is a way to play it on PC, but it is very buggy from my understanding.
